Heat Treated Pallets: ISPM-15 Compliance Guide

Heat treated pallets are wood pallets that have been processed to kill pests and pathogens, making them safe for international shipping. This treatment is required by ISPM-15, an international standard.

What is ISPM-15?

ISPM-15 (International Standards for Phytosanitary Measures No. 15) is a regulation that requires wood packaging materials used in international trade to be treated to prevent the spread of invasive insects and plant diseases.

Countries Requiring ISPM-15

Almost all countries require ISPM-15 compliance, including:

  • All EU member states
  • United States & Canada
  • China & Japan
  • Australia & New Zealand
  • Most of South America, Africa, Asia

Exception: Pallets shipped domestically within a country don't need ISPM-15 treatment.

Heat Treatment Process

HT (Heat Treatment) Requirements

The wood must be heated until the core reaches:

Alternative: MB (Methyl Bromide)

Methyl bromide fumigation was once common but is now:

  • Banned in EU, Canada, and many countries

The ISPM-15 Stamp

What the Stamp Looks Like

Every compliant pallet must have a stamp containing:

Consequences of Non-Compliance

If your shipment uses non-compliant pallets:

  1. Customs hold: Shipment detained at port
  2. Treatment at destination: Expensive ($500+ per shipment)
  3. Return to sender: Shipper pays all costs
  4. Destruction: Pallets destroyed, goods repacked
  5. Fines: Up to $10,000+ in some countries
